The city shall notify the owner and occupant of any premises in violation of § 94.03 of this chapter. Notice shall be given in writing either by delivery in person or by letter addressed to occupant of the premises and the owner of the premises at the owner's address as recorded in the appraisal district records. If service of the notice cannot be obtained by personal delivery or mail, the city shall give notice as provided by Tex. Health and Safety Code § 342.006.
