All taxes due the City of Port Isabel shall be due on the first day or January of the year following their assessment; but may be paid at any time before the first day of February of the year following assessment without penalty and interest, as the City Commission may provide by ordinance. By ordinance, the City Commission may provide discounts for early payment of taxes, subject to the laws of the State of Texas.
