This chapter and any amendment thereto shall constitute the sole and entire agreement between the city and the gravesite owner and same shall be binding upon his or her heirs, agents, assigns and successors. No statement, promise or representation made by any city employee or official, contrary to the provisions of this chapter, shall be binding upon the city. In the event of a dispute as to the meaning of any of the provisions of this chapter, the decision of the city shall be final.
