At such time as the City Manager has prepared a City budget in accordance with the procedures established by the City Commission, the City Commission shall hold a public hearing prior to adopting each annual budget and advertise the same in a newspaper circulated in the City of Port Isabel at least five days prior to said hearing. Said budget shall not be adopted except with the vote of at least 3/5ths of the City Commission.
