The City Secretary shall publish at least once in any newspaper in general circulation within the City of Port Isabel the proposed or referred Ordinance or Resolution not less than 15 days prior to the date of the election, and shall give such other notices and perform such other functions as are required by state law, or by the Ordinance or Resolution calling said election.
