SECTION 6.05 EMERGENCY ORDINANCES.
   An emergency measure is an Ordinance for the immediate preservation of the public peace, property, health or safety and providing for the usual daily operation of a municipal department. Ordinances appropriating money, not exceeding $500.00 and Ordinances for the payments of salaries and wages may be passed as emergency measures, but no measure making a grant, renewal, or extension of a franchise, or other special privileges or regulating the rate to be charged for its service by any public utility shall ever be passed as an emergency measure.
