SECTION 6.04 ENACTMENT OF ORDINANCES, RESOLUTIONS AND MOTIONS.
   Each proposed ordinance or resolution shall be in written or printed form when presented to the Commission. Each Ordinance shall have a caption summarily and generally stating the provisions thereof. For adoption, Ordinances shall be read in full at their first presentation unless waived by a favorable 3/5ths vote of the City Commission, in which event the ordinance may be adopted by a reading of the caption only (unless required to be read in full by state or federal statutes). Resolutions shall be read in full to be adopted, unless such reading is waived by a favorable three-fifths (3/5ths) vote of the City Commission, in which event Resolutions may be adopted upon oral abbreviated description. To be adopted, an Ordinance must be presented and approved at two separate Commission meetings. To approve any Ordinance or adopt any Resolution shall require a majority vote by the City Commission at a meeting duly called at which a quorum is present to transact business. Motions may be adopted by simple majority at a duly called City Commission meeting at which a quorum is present to transact business.
