SECTION 6.01 LEGISLATIVE AND BUSINESS PROCEDURE.
   Two Commissioners and a presiding Mayor or Mayor Pro-tempore shall constitute a quorum to do business. The Commission shall conduct its business by adoption or rejection of ordinances, resolutions or motions.
