§ 71.06 VIOLATION OF VEHICULAR PARKING REGULATIONS.
   In any prosecution charging a violation of vehicular parking regulations within the city, proof that the vehicle described in the complaint was parked in violation of a traffic control device, together with proof that the defendant named in the complaint was at the time of the violation alleged the registered owner of the vehicle, shall constitute prima facie evidence that the registered owner of the vehicle was the person who parked the vehicle at the point where and for the time during which the violation occurred.
