Every user taking sewer service from the city shall permit the City Secretary for the city, or his or her authorized agent, to enter into the building or premises of the consumer at all reasonable times to examine the water pipes, sewer fixtures or any other thing in connection therewith, and the manner in which the sewer system is used, and any person or user refusing to allow the City Secretary, or his or her authorized agent, to enter the premises shall have his or her sewer service cut off, and the same shall not again be turned on until the entry is permitted and inspection is allowed.
