§ 52.09 UNPAID SEWER BILLS.
   All unpaid sewer bills shall be secured and held by the city as a lien upon the property to which the sewer has been furnished, and in addition thereto, the delinquent customer shall not be furnished with sewer service at any other location until the delinquency is fully paid together with penalty.
