§ 52.06 RULES AND REGULATIONS.
   (A)   Any person, firm or corporation desiring to be connected with the sewer system of the city shall make application in writing therefor to the City Secretary, upon an application blank to be furnished for the purpose, and shall furnish all pertinent information as may be required, and the application and each and all of the statements therein contained shall be a part of the consideration for the sewer service.
   (B)   The applicant shall pay to the city the amount of money charged by the city for making the connection or connections. Upon receipt of the application and payment as aforesaid, the city shall within a reasonable time connect applicant's premises with the sewer system of the city, but the City Secretary shall in no event permit any connection to be made until the written application shall have been made and the amount charged therefor paid, and any person who shall makes or attempts to make any connection with the city's sewer mains in any manner other than herein provided shall be deemed guilty of a misdemeanor and shall be punished as herein provided.
