The Mayor of the city is hereby expressly authorized and empowered to permit the use of such water for such purposes or any of them at any hour whenever in his or her judgment the supply of such water is of sufficient quantity so that the use will not adversely or injuriously affect the supply of water available for uses essential to the public health and safety.
