The owner and occupant of a premises which abuts an alley shall maintain the area between the property line and the centerline of the alley adjacent to the premises regularly mowed, raked and in a condition free of tall grass and weeds, spilled or uncontained garbage, loose papers, bagged garbage, discarded containers, broken glass and every other thing and substance which is objectionable, unsightly, unsanitary, or which constitutes a nuisance or health hazard. Nothing in this section will be construed to permit alleys to be used as a collection area, the area being limited to curbside of premises as herein provided.
