The rates for garbage collection service and for charges incidental thereto, as well as regulations concerning bin service, garbage collection service and the enforcement of this subchapter, shall hereafter be established by resolution of the City Commission and may be amended from time to time thereafter by resolution. Rates for garbage collection service to account customers shall be based upon the charge to the city for the accounts by its authorized refuse collection contractor plus an appropriate amount for billing fees and tax.
