Garbage collection service bills for garbage collection service accounts shall indicate current charges, late fees and delinquent amounts. The bills shall be mailed to the person who has been billed for the account prior to the adoption of this subchapter, or to owner or occupant of the premises being served, or to the person in whose name the utility services are billed.
