521.06 CLEANING AND REPAIR OF SIDEWALKS.
   (a)   It shall be the duty of the owner or occupant of any parcel of land in the City which abuts upon a public street alongside which a sidewalk has been constructed, to keep such sidewalk in good repair; free from obstruction and accumulations of debris or mud; and in a level and safe condition for pedestrians and other users.
   The Director of Public Safety and Service and those duly authorized officers acting pursuant to his directives within the purview of his office shall supervise the maintenance and repair of all such sidewalks within the City. The Director shall issue written notice to the owner or occupant of real estate where in such sidewalks are located to repair, clean or otherwise return the same to a safe condition when the Director or his officers shall deem such sidewalks to be in violation of this section. Any person who fails to repair or clean such sidewalks in accordance with such notice within thirty days after the date of the same shall be punished as provided in subsection (c) hereof.
   Any such owner, occupant or other person who shall take up, or cause to be taken up, the whole or any part of any paved sidewalk shall cause the same to be relaid in a safe, level and unobstructed condition and in such line as such sidewalk may extend alongside the street within thirty days after the taking up of such sidewalk. However, the Director of Public Safety and Service may, upon request, extend such period for such time as he deems necessary. Any person who fails to so replace such sidewalks or portions thereof within such period shall be punished as provided in subsection (c) hereof.
   Any neglect or refusal by such owner, occupant or other person to comply with the provisions of this section for a period of seven days after the initial violation shall constitute a separate and distinct offense.

   (b)   It shall be the duty of the owner of each and every parcel of real estate in the City abutting upon any sidewalk to keep such sidewalk abutting his premises free and clear of snow and ice, and to remove therefrom all snow accumulated thereon within a reasonable time, which will ordinarily not exceed twenty-four hours, after the abatement of any storm during which snow and ice may have accumulated.    (c)   Whoever violates this section is guilty of a minor misdemeanor.
