(a) No person shall, with intent to cause public inconvenience, annoyance or alarm, or recklessly create a risk thereof, congregate with another person or persons in a public place and refuse to comply with a lawful order of the police to disperse.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
