All vessels, subject to this Title Eleven of the Traffic Code shall, in all weather from sunset to sunrise and at any other time when there is restricted visibility, carry and exhibit lights as required by Rules 1501:47-2-20 to 1501:47-2-31 of the Ohio Administrative Code when underway, and during such time no other lights which may be mistaken for those prescribed, shall be exhibited.
