373.13 LICENSE REQUIRED; FEE AND TERM; LICENSE TAGS AND CARDS.
   (a)   No resident shall operate a bicycle upon any street or sidewalk in the City unless it is licensed and registered as hereafter provided.

   (b)   Every resident of the City who owns a bicycle shall list and register with the Chief of Police his name and address, the name of the manufacturer of the bicycle, its number, style and general description. The fee for such registration shall be two dollars ($2.00).

   (c)   The Chief of Police shall provide license tags together with registration cards, which tags and cards shall have the date of issuance and numbers stamped thereon for identification.
   The operator of a bicycle shall display his registration or produce satisfactory proof that he has such registration card, upon demand of any officer of the Police Department.

   (d)   No person shall wilfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame, and no person shall remove, destroy, mutilate or alter any license tag or registration card during the time in which such license tag or registration card is operative.

   (e)   In case of loss or destruction of a license tag or registration card, a duplicate tag and registration shall be issued for a fee of fifty cents (504) to the registered owner, provided such owner gives satisfactory proof of the same either by affidavit or otherwise to the Chief of Police.

   (f)   All registration cards shall be in effect during the period of ownership of the bicycle. Upon the sale or transfer of such, a bicycle registration shall cease and it shall be the duty of the purchaser or transferee to apply immediately for registration as provided for in this chapter.

   (g)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
