(a) A municipal off-street parking lot is hereby established north of Perry Street, along the east side of the Portage River to be called Water Works Parking Lot. This parking lot shall be under the general supervision and management of the Safety-Service Director, and he is authorized and directed to make and promulgate such rules and regulations, as may be necessary and desirable for the proper operation and administration of such facility.
(b) The operating personnel of the lot shall be as designated from time to time by ordinance of Council and notwithstanding the position classifications designated, the personnel shall perform such duties as may be assigned by the Safety-Service Director.
(c) In any hearing on a charge of unlawfully parking a motor vehicle under this section, or the rules and regulations of the Safety-Service Director, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by the provisions of this section, or other sections of law, and further testimony that the records of the State Registrar of Motor Vehicles shows that the license plate was issued to the defendant, shall be prima-facie evidence that the vehicle which was unlawfully parked was so parked by the defendant. A certified registration copy from the State Registrar showing the defendant as owner of the vehicle shall be proof of such ownership.
(d) Subject to approval thereof by Council, the Safety-Service Director may adopt rates and regulations for the monthly rental of vehicle parking spaces at the Water Works Parking Lot.
(e) Whoever violates this section is guilty of a minor misdemeanor.
