(a) There is hereby created a City-owned pay for parking lot in the 100 block of Jefferson Street, on the portion of the City-owned lot lying immediately northerly of the east-west alley running through Block 4, and being parts of Lots 1 and 2, in Block 4 of the Original Plat of the City of Port Clinton, to be designated Jefferson Street Parking Lot.

(b) Parking permit rates to be charged for the Jefferson Street Parking Lot shall be at the rate of ten dollars ($10.00) per calendar month or one hundred dollars ($100.00) per calendar year. The parking permit shall be for the exclusive use of the vehicle to which it is issued. Transfer of a permit from one vehicle to another shall require the surrender of the presently issued parking permit issued. The Safety-Service Director is authorized to issue permits and make collection of fees for the monthly or yearly parking permits. There shall no be pro ration of the monthly or yearly parking permit rates.

(c) No vehicle shall be parked in the Jefferson Street Parking Lot which has not been issued a monthly parking permit by the City. The penalty for such vioaltion shall be as specified in Chapter 351.
