Upon application of any resident of a parking permit area, the Mayor or her designee shall issue a visitor parking permit to the resident for the visitor's vehicle to be limited to that particular parking permit area and for a period not exceeding thirty days. For the purposes of this chapter, the resident shall be the holder of and responsible for the use and misuse of the visitor parking permits issued to him.
