(a) Upon the applicant's submission of a completed and validated parking permit application and the fulfillment of all applicable provisions of this chapter controlling issuance, renewal or transfer of parking permits, the applicant shall receive one (1) parking permit for the vehicle described in the application. Such parking permit shall be prominently displayed in the left rear window area of the automobile and shall display:
(1) The license plate number and approved street parking location of the vehicle.
(2) The expiration date of the parking permit, which shall be December 31 of the calendar year issued.
(b) No parking permit shall be issued to a vehicle whose owner and/or principal operator do not reside or work within the designated parking permit areas.
(c) The holder of the parking permit shall be the owner and/or principal operator of the vehicle receiving the parking permit.
(d) A vehicle shall be issued a parking permit only if it displays valid State license plates, unless the vehicle is not required to have them.
