It is hereby specified and designated that the following geographic areas shall be considered as residential parking permit areas and downtown business employees parking permit areas:
(a) Residential Parking Permit Area:
(1) From the west line of Jefferson Street east to the west line of Fuiton Street, and from the center line of Perry Street south to the northerly right of way of the railroad.
(2) From the west line of Harrison Street east to include Jackson Street and Monroe Street and from the center line of Perry Street south to the northerly right of way of the railroad. Monroe Street shall only include south from the intersection of Second Street to the northerly right of way of the railroad.
(b) Downtown Business Employee Parking Area:
(1) The South side of East Third Street, between Madison Street and Jefferson Street.
