As used in this chapter:
(a) “Specified district” shall mean a geographical area designated by the Council of the City of Port Clinton, that because of traffic and parking conditions is in need of having residential or downtown employee parking permits issued to residents living within the district or employed at a downtown business.
(b) “Residential parking permit area” shall mean a specified district where curbside parking on public streets is limited to not more than four (4) consecutive hours, unless otherwise posted, between 7:00 a.m. and 7:00 p.m. on all days, unless the vehicle properly displays a parking permit authorized by this chapter.
(c) “Downtown Business Employee Parking” shall mean a specified area where curbside parking on public streets is limited to downtown business employees with a permit. Effective hours of these permits shall be Monday through Saturday 8:00 a.m. to 6:00 p.m.
(d) Downtown Business Area is defined as extending from the west boundary of Monroe Street east to the west boundary of Adams Street and from the south boundary of the Portage River south to the north boundary of the railroad right- of-way.
