311.04 SOUND INSTRUMENTS ON VEHICLES.
   (a)   No person, either as principal, agent or employee, shall play, use or operate for advertising purposes or for any purpose whatsoever, on the public streets or other public places in the City, any device known as a soundtruck, loud speaker or sound amplifier, or radio or phonograph with a loud speaker or sound amplifier, or any other sound instrument or calliope, or any instrument of any kind or character which emits therefrom loud noises and is attached to or upon any vehicle operated or standing upon such streets or other public places, without the written permission of the Director of Public Safety and Service.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
