311.03 TOY VEHICLES ON PUBLIC STREET; ROLLER SKATING AND IN LINE SKATING ON PUBLIC STREETS.
   (a)   No person riding in or by means of any sled, toy vehicle, go-cart, skateboard or similar device shall go or travel upon any public street, except while crossing a street or a crosswalk and except on streets set aside as play streets. A play street is defined as a street posted with a sign stating slow, children at play.
   (b)   A person may roller skate or skate on in line roller skates upon a public street so long as they do so on the left side of the street facing oncoming traffic.
   No person shall roller skate or skate on in line roller skates upon a public street or sidewalk within the downtown area. The downtown area means that area on Madison Street and Jefferson Street from Third Street to the Portage River, and on Third Street, Second Street and Perry Street from Monroe Street to Jefferson Street.
   (c)   The Director of Safety and Service shall have the authority to ban roller skating and/or skating on in line roller skates on any public street where it is determined for the public safety and well being of roller skaters and the motoring public that roller skating and/or in line roller skating should be prohibited.

   (d)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
