1327.16 INSPECTION AUTHORIZED; RIGHT OF ENTRY.
   (a)    The Property Maintenance Officer or his duly designated representative is authorized to make or cause to be made exterior inspections of all structures or premises located in the City and all secondary or appurtenant structures to determine whether such structures or premises conform to the provisions of this Code.
   (b)    When a property owner or tenant denies the Property Maintenance Officer or his duly designated representative entry onto a property for the purpose of making an exterior inspection, the Property Maintenance Officer may apply for and obtain a search warrant pursuant to constitutional guidelines in order to gain access to such property.
   (c)    Nothing contained in this section shall limit the right of immediate entry by the Property Maintenance Officer or his/her duly designated representative onto any property in the City when he determines that an emergency exists.
