(a) Refuse.
(1) No furniture (except lawn furniture in good repair), mattresses, household furnishings, rugs, appliances, unused posts, discarded or abandoned machinery/construction equipment shall be placed or stored in any yard area of use within the City over a period in excess of five (5) days.
(2) Exterior property areas of all premises or uses, including but not limited to fences and driveways, shall be kept free of debris, objects, materials or conditions that create a health, accident or fire hazard, or which create a public nuisance, or constitute a blighting influence on the neighborhood. All debris shall be removed within five (5) days.
(b) Accessory Structures.
(1) All accessory structures or uses located in a yard area within the City, such as, but not limited to sheds, barns, garages, bins, and the like, shall be maintained structurally sound and in good and safe repair in conformance with other provisions of this chapter.
(2) Any broken, rusted, deteriorated or decayed fence, yard enclosure or other device or structure located in the yard area contiguous to any structure or use within the City shall be repaired or removed.
(c) Ground Surface Hazards.
(1) Holes, cracks, excavation, breaks, projections and obstructions at any place on the premises, including but not limited to driveways and sidewalks, which are a hazard to persons using the premises, shall not be permitted and shall be remediated.
(2) Uncovered dirt or bare soil spots must be covered with Grass or other suitable ground cover in the yard area to encourage proper rainwater absorbsion and to help prevent uncontrolled water runoff and soil erosion.
(3) All sidewalks, walkways, stairs, driveways, parking spaces and similar area shall be kept in a proper state of repair, and maintained free from hazardous conditions.
(d) Weeds. All premises and exterior property shall be maintained free from weeds of plant growth in excess of eight (8) inches. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation other than trees or shrubs, provided however, this term does not include cultivated flowers and gardens.
(e) Motor Vehicles.
(1) Except as provided for in other regulations, no inoperative or unlicensed motor vehicle shall be parked, kept or stored on any premises in public view, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled in public view.
(f) Sidewalks and Tree Lawns.
(1) Sidewalks and tree lawns shall be maintained in good repair. Sidewalks shall be kept free of obstruction. Sidewalks and tree lawns shall be free of excessive vegetation, trash and debris.
(g) Outside Storage and Dumpsters.
(1) Equipment, materials, baled or bound containers, and merchandise stored on grounds shall be in good repair, stored in a neat manner, free from all nuisances, and shall be screened from public view.
(2) Dumpsters shall be maintained in good repair and free from rust and damaged components. Dumpsters shall be adequate to hold all garbage and trash with a closed cover. Covers shall remain closed at all times except when filling and emptying. Dumpsters shall be located in an appropriate place so as not to impede pedestrian or vehicular traffic.
