(a) The foundation exterior of every structure within the City shall be free of damaged, loose or missing blocks, bricks, tile or other deteriorated foundation material. All loose, missing or deteriorated mortar or bricks shall be refitted, repaired or replaced.
(b) All foundation walls shall be maintained free from open cracks, breaks and shall be kept in such condition so as to prevent the entry or rodents, rats, vermin or other pests.
