The purpose of this chapter is to protect the public health, safety and welfare by establishing minimum standards governing the maintenance and exterior condition of structures in such condition as will not constitute a blighting or deteriorating influence on the neighborhood and the community; to fix responsibilities and duties upon the owners and occupants of structures with respect to repair and maintenance; to establish enforcement procedures; and to fix penalties for violations. This chapter is hereby declared to be remedial and essential for the public interest, and it is intended that this chapter be construed and interpreted to effectuate the purposes stated herein.
