185.02 PROGRAM IMPLEMENTATION.
   (a)   The City further declares that there exists sufficient and substantial nonproductive land and delinquent land within its boundaries which is of such nature and extent as to necessitate the implementation of a Land Reutilization Program to foster either the return of such nonproductive land to tax revenue generating status or the devotion thereof to public use. The City hereby agrees to implement and abide by the provision of Ohio R.C. Chapter 5722 currently in effect and as may be amended, for a Land Reutilization Program as therein provided, and to become an Electing Subdivision as defined in Ohio R.C. 5722.01.
   (b)   The Director of Safety and Service shall administer the Land Reutilization Program established pursuant to subsection (a) hereof and Chapter 5722 of the Ohio Revised Code and he may adopt such policies and procedures for the administration of the Program as may be found necessary. If lands acquired as part of such Land Reutilization Program are sold, they shall be sold subject to the following covenants and such other conditions as shall be adopted by the Director of Safety and Service.
      (1)   The conveyance from the City shall contain a covenant, evidenced by an agreement in writing, that the purchaser and any subsequent owner of the property for a period of five years from the date of the conveyance, that the purchaser-owner shall maintain the property in accordance with all applicable Health, Building, Zoning and Property Maintenance Codes effective within the City. No lot shall be sold to a person who is delinquent in payment of his/her/their real estate tax and/or City Income Taxes, nor whose property is in violation of any Zoning, Building, Health or Maintenance Codes of the City.
      (2)   Except as may be provided by separate ordinance by this Council, no person, firm, corporation or company may acquire more than five lots pursuant to the City’s Land Reutilization Program.
      (3)   The Director of Safety and Service shall compile and maintain a written inventory of all properties acquired under the Land Reutilization Program and establish and maintain records and accounts reflecting all transactions, expenditures and revenues related to the Land Reutilization Program.
