The Port Clinton Volunteer Fire Department shall be composed of a maximum of fifty-five regular volunteer firemen in addition to the Chief; except that the Chief of the Fire Department or the officer in charge in his absence shall have the authority to hire, enlist or call to service any other person in an emergency, in addition to regular volunteer firemen provided for herein, and all persons so hired, called or designated, shall be, until such time as they are discharged by the Chief or other officer in charge, regular members of the Port Clinton Volunteer Fire Department and shall be entitled to all the privileges and benefits of regular members of such Fire Department.
