1305.03 MOVING HOUSES THROUGH UTILITY EQUIPMENT.
   (a)   No person shall move any house or structure on or along the streets so as to break or tear down any telephone, electric light or telegraph leads, lines or wires, the location of which has been authorized by the City, except upon the following conditions and terms.
   (b)   The mover of such houses or structures desiring to cross or go through any such wires or lines, shall give the local utility manager twenty-four hours' written notice of his intention and desire so to do, specifying the streets and routes along which he proposes and desires to move the same; and it shall then be the duty of such utility to raise or remove the same with least practicable expense so as to permit such structure to be so moved through or past the same, according to the specifications in such notice. The reasonable cost and expense of the removal and replacement of such wires shall be paid to such utility by the housemover giving such notice prior to movement of such houses or structures.
   (c)   Should the mover of such house fail to pay the expenses in advance, he shall have no right to go through or require the removal of such wires until such expenses are paid.
