All street construction work, including but not limited to pavement, base, grading, earthwork, storm sewers, catch basins, guardrails, and the like shall be in conformance with the current volume of "Construction and Material Specifications" of the State of Ohio Department of Transportation as they pertain to this type of improvement. An escrow account shall be established for the estimated cost plus ten percent (10%) of the proposed improvements within the subdivision.
