The Law Director is hereby authorized and empowered to employ assistants from time to time as required for the following purposes:
(a) To prepare and conduct proceedings where under bonds or notes are issued by the City and pay such assistants according to the prevailing rates for such services as rendered.
(b) To prosecute criminal and civil proceedings before any court of record or administrative agency, to render legal opinions and advice to the City, and to provide legal services to the City as may be necessary or requested from time to time, and to pay such assistants according to the prevailing rates for such services as are rendered.
