The City presently has four percent (4%) minority employment, but the City recognizes a need to encourage minority employment in certain jobs where the percentage of minorities is now relatively low.
The City, as its employment goals, will endeavor to attain a five percent (5%) overall level of minority employment, and will seek to hire and/or promote a sufficient number of minority persons.
It is recognized that the attainment of the goals set forth herein is dependent upon such factors as vacancies or positions to be filled, available finances, maintaining current levels of City employment, and compliance with applicable laws and the equal employment opportunity provisions of Section 109.02.
The establishment of these goals does not preclude the City from hiring a higher percentage of minority personnel. Furthermore, the establishment of these goals will never require the City to hire, transfer or promote a person who does not have the qualifications needed to perform the job successfully; nor shall the City be required to hire, transfer or promote a less qualified person in preference to a better qualified person.
