(a) "Affirmative action" means the planned, earnest, integrated management program to provide for equal employment opportunity. It is a results-oriented program designed to achieve equal employment opportunity rather than simply a policy to assure nondiscrimination.
(b) "Equal employment opportunity" means an employer's posture that all personnel activities will be conducted in a manner as to assure equal opportunity for all. This posture is exhibited in a statement of assurances that all personnel activities will be based solely on individual merit and fitness of applicants and employees without regard to race, color, religion, sex, age, national origin, handicap or other nonmerit factors.
(c) "Minority population" includes Negro, Spanish-surnamed American, Asian American and American Indian.
