There is hereby established a Planning Commission of five members, consisting of the Mayor, Director of Public Safety and Service and three residents of the City, who shall serve without compensation and shall be appointed by the Mayor for a term of six years. Such Commission shall have all the powers and duties conferred upon it by the Zoning Ordinance and the laws of the State.
