No person, firm or corporation shall anchor a boat, vessel or other watercraft in the channel of the Portage River within the corporate limits of this City except by written permission of the Director of Public Safety and Service. The channel of the Portage River shall be construed to mean the channel as delineated upon the current Charts of the Unites States Corp of Engineers.
