(a) No person shall moor any boats of any description at the Madison Street dock in the City for a period of more than two hours, except that in the event of an emergency, permission may be granted to moor a boat or boats for such a period as the Safety-Service Director may deem necessary.

(b) No person shall moor any boat, or boats, of any description on that portion of the Madison Street Dock in the City that is posted for police boat parking only.
