915.06 BILLING PERIOD; FAILURE TO PAY.
   (a)   The sewer charges levied at the rates established by this chapter shall take effect on February 1, 1997 and shall, in the case of residential and commercial accounts, be billed by the first day of every calendar month and all such charges shall be payable within fifteen days after billing.
   (b)   All bills so calculated shall be increased by ten percent (10%) and the amount of the bill as so increased shall constitute the gross bill. If the bill is paid within fifteen days after it is tendered, the net bill consisting of the charges without such increase shall be accepted as payment in full.
   (c)   Any premises making connection with the sewer system and using the same after the first day of any calendar month shall be charged a per diem pro rata amount, based upon the monthly minimum charge, as the case may be, from the time such connection is made or such discharged into the sewer system is begun, until the commencement of the next following billing period applicable to such premises, except that, should the measured service exceed the minimum charge, the measured rate shall be charged.
