915.04 CHARGES LEVIED.
   For the purposes provided in Section 915.03, there is hereby levied and charged upon each lot, parcel of land or premises served by, or having a connection with the sewer system or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into the sewer system, sewer charges payable as hereinafter provided and in the amounts to be determined as follows:
   (a)   Except as otherwise hereinafter provided and subject to the provisions of subsection (f) hereof, sewer charges at the rates provided in this section with respect to any premises shall be based upon the quantity of water consumed upon such premises during the applicable sewer charge billing period as measured by the City water meter there in use, or other meter installed or approved by the Director of Public Safety and Service and such charges shall be determined as follows:
      (1)   Commencing January 1, 2012, the Uniform Sewer Rate Structure, applicable to all users shall be:
         First 4,800 cubic feet $10.66 per 100 cu.ft. or part thereof
         Over 4,800 cubic feet $10.66 per 100 cu.ft. or part thereof
   (b)   Premises located outside the corporate limits of the City which are served by the sewer system shall be charged 150 percent of the rate which would be applicable to such premises under subsections (a), (c), (d), (e), (f), (g) and (h) hereof, if located within the corporate limits of the City, unless a different rate is specified in an approved sewer service agreement.
   (c)   On premises using water supplied from sources other than the water distribution system of the City and not measured by a City water meter or other meter acceptable to the Director of Public Safety and Service, the quantity of water consumed shall be measured by a meter installed and maintained for such purpose at the expense of the owner or other interested party and acceptable to the Director of Public Safety and Service, or the owner or other interested party may, at his option, request the Director of Public Safety and Service to determine the amount of water consumed on such premises in accordance with accepted engineering practices; and the quantity of water consumed on such premises shall be the amount so measured by such meter or as determined by the Director of Public Safety and Service.
   (d)   In the event that any premises discharge industrial waste either directly or indirectly into the sewer system, and the Director of Public Safety and Service finds that it is impractical to measure such wastes by meter, such wastes shall be measured in such manner and by such method as the Director shall find practicable in order to determine the sewer service charge based upon the rate provided in subsections (a) and (b) hereof.
   (e)   In the event that the Director of Public Safety and Service shall be satisfied that a portion of the water from any source consumed upon any premises does not and cannot enter the sewer system, then in such case, the owner or other interested party may, at his expense, install and maintain such separate metering devices, or provide such data in conformity with accepted engineering practices, as shall demonstrate to the satisfaction of the Director that portion of the water so consumed which is discharged into the sewer system, and such portion shall be the basis for measuring the sewer charge under subsections (a) and (b) hereof and in Section 915.05, if applicable.
   (f)   In the event that a commercial or industrial user shall discharge cooling or process water not containing organic matter into the sewer system and such water is metered separately to the satisfaction of the Director of Public Safety and Service and/or is otherwise measured separately to his satisfaction in accordance with accepted engineering practices, the sewer charge thereof shall be nine dollars and forty cents ($9.40) per 1,000 cubic feet, except as otherwise provided in subsection (b) hereof and shall be billed monthly in the case of a commercial user and monthly in the case of an industrial user.
   (g)   There shall be a minimum monthly sewer charge for each lot, parcel, building or premises situated within and without the City having access to or benefitted by the sanitary sewer system of the City whether or not connected with or discharging to a public sewer based on the size of the water meter serving the premises as follows:

In case two or more units are served by one meter, a charge will be made for each unit as if a separate meter was installed with a separate minimum charge for each unit.
   (h)   The rates and charges established in subsection (g) of this section shall be increased at the rate of two percent (2%) per year, commencing January 1, 2013, unless the legislative authority of the City adopts legislation waiving the increase, reducing the increase, or enlarging the increase in such rates or charges.
