905.01 CONDITIONS AND REQUIREMENTS; PERMIT.
   (a)   The Director of Safety and Service is hereby authorized to grant permission to any non-profit, civic organization or service organization who have fund raisers with proceeds benefitting the community, to hang banners on the City pole structure along Perry Street within the City, subject to the following conditions and requirements:
      (1)   The banner shall be twenty feet by three feet in size.
      (2)   All banners shall be constructed of sixteen ounce or heavier, opaque vinyl (heavy or two layers thick) having reinforced grommets with snap hooks on top and bottom approximately thirty-six inches apart. Banners shall have vent holes to allow wind to flow freely through it; shall have ropes sewn in through the top and bottom, or stops to prevent accordion effect.
      (3)   The banner shall have a visible marking to show the centerline.
      (4)   Ropes from banner hems shall be looped and spliced to form eyes to allow attachment to dead ends.
      (5)   Installation and removal of banners shall be by City personnel only.
      (6)   The lowest point on the banner shall be at least nineteen feet above the roadway and it shall be installed in a manner which will not obstruct the vision of motorists and pedestrians.
      (7)   A permit shall be obtained from the Director of Safety and Service a minimum of ten days in advance of the installation date desired. Permits shall be granted on a first come, first serve basis for the available dates.
      (8)   Applications for such a permit must state:
         A.   The name of the organization sponsoring the event.
         B.   The dates requested.
         C.   The purpose of the event.
         D.   The exact wording on the banner.
      (9)   A permit shall be granted for a maximum period of two weeks. No organization may obtain more than six permits in a calendar year.
      (10)   Banners shall be delivered to the Street Department, 310 W. Perry Street, Port Clinton, Ohio, seventy-two hours prior to desired installation. Banners shall be picked up within forty-eight hours of removal.
      (11)   An applicant shall provide proof of liability insurance under a commercial general liability insurance coverage policy with a minimum coverage of one hundred thousand dollars ($100,000) per occurrence and two hundred thousand dollars ($200,000) aggregate coverage before a permit shall be issued.
      (12)   No banner will be displayed containing political or religious material.
   (b)   The Director of Safety and Service shall have discretion in granting or denying permission to hang banners according to terms and conditions and requirements contained.
