The Sidewalk Inspector of the City is hereby authorized to provide written notice to commence construction of sidewalks to be served upon the owners of lands for which provision is made by this chapter for such construction. The notice shall be in such form as is prescribed by the Director of Public Safety and Service, and shall provide that sidewalks shall be constructed by the owner within a period of sixty days of the date of the service of the notice.
