No person shall engage in retail selling and distribution of samples or literature of any kind or items for retail sales promotion, the soliciting of retail sales or subscriptions or any other activity relative to or connected with retail sales or sales promotion from door to door or on the streets in the residential districts of the City, without first having registered his or her name and address, together with the name and address of any principal or employer, with the Police Department.
