The Auditor is hereby authorized and empowered to issue such licenses or permits, upon application in writing and two, four and one-half by one and one-half inch photos on such form or forms as he may prescribe, provided that no license shall be issued to any person or peddler unless and until the Auditor is satisfied, through references, recommendations or otherwise, including approval by the Police Department that the applicant is of good character and that the items, service or other thing to be offered for sale is bona fide and genuine and not a scheme or inferior product, the purchasers of which would not receive full value for the price invested.
