No peddler shall operate or engage in peddling within the corporate limits without having first obtained a peddler's license or permit issued by and over the signature of the Auditor, and having the same on his person. Any person operating as a peddler or peddling in the City shall conduct himself in a proper manner and obey all laws and ordinances of this City or State.
