As used in this chapter:
(a) "Peddler" means any partnership, firm, corporation or person over sixteen years of age, not a resident of this City or employed or authorized by a store or business establishment permanently located within the limits of the City, who engages in retail selling, distribution of samples or items for retail sales promotion, soliciting or retail sales or subscriptions, or any activity relative to or connected with retail sales or sales promotion from door to door, or on the streets in the residential districts of the City, except newspapers.
(b) "Peddling" means the engaging in any one or more of such occupations or pursuits.
